The Start-Up Visa Program is designed to attract innovative entrepreneurs from around the world to start their businesses in Canada. It offers permanent residency to qualified entrepreneurs who have the potential to build successful businesses that create jobs for Canadians and compete on a global scale.

Eligibility Requirements

Qualifying Business

The applicant must be associated with a business that is innovative, scalable, and has the potential to create jobs in the country. The business must be incorporated and actively operating, with the applicant holding a significant ownership stake and playing an active role in its management.

Language Proficiency

Applicants must demonstrate proficiency in either English or French. This is typically proven through approved language tests, such as IELTS or CELPIP, and ensures that applicants can integrate into the local society and economy.

Letter of Support

A designated organization — such as an approved venture capital fund, angel investor group, or business incubator — must provide a Letter of Support. This document confirms that the organization believes in the business idea and is willing to support it, financially or through mentorship.

Settlement Funds

Applicants must show that they have enough money to support themselves and their family after arriving. The required amount depends on the size of the family and is updated annually. These funds must be readily available and not borrowed.

Application Process

Start with a strong, innovative business concept that solves real-world problems or brings value to the market. Your idea should demonstrate potential for growth, job creation, and long-term economic impact in Canada. It should also align with the interests of designated organizations.

Once your business plan is approved by a designated organization—such as a venture capital fund, angel investor group, or business incubator—you will receive a Letter of Support. This document is a critical part of your visa application and proves your business has institutional backing.

Work with our Regulated Canadian Immigration Consultant (RCIC) to refine your business model, align it with immigration requirements, and build a strong case. Our experienced RCIC will guide you through the eligibility assessment and help prepare the necessary documentation.

Grupo Sineva may help applicants hire staff and develop operational strategies, which are important to show that the business is actively engaged and not merely speculative.

Applicants must pay the required government processing fees as part of the submission. These may include fees for the main applicant, dependents, and biometrics. Our team will guide you through the payment process to ensure everything is handled correctly.

After submission, your application enters the review and processing stage. During this period, immigration officers assess your documents, verify your credentials, and may request additional information. Processing times can vary, but we’ll keep you informed every step of the way.

Processing Overview

Application Preparation

Our internal preparation process—including consultation, collection of supporting documents, and drafting of forms or submissions—depends largely on how quickly the applicant provides the necessary materials. On average, assembling a complete and well-prepared application may take several weeks.

Visa Appointment Scheduling (Visa Posts / VACs in Canada or Abroad)

If an in-person appointment is required (such as biometrics or an interview), availability can vary depending on the visa application centre (VAC) or consular post. Some locations offer appointments within a few weeks, while others may experience backlogs or seasonal delays.

Decision and Permit/Visa Issuance

Once the application is submitted to Immigration, Refugees and Citizenship Canada (IRCC) or through a visa post abroad, processing times vary based on application type and volume. In many cases, decisions are issued electronically. Approved applicants typically receive their work or study permit, or visa, shortly after a positive decision.

Request for Additional Information or Documents

IRCC may issue a request for additional documents or clarification during the review process. While not always common, this can extend processing timelines. Our thorough preparation aims to minimize the risk of such requests by submitting a strong and complete file from the outset.

In-Canada Processing and Flagpoling

For applicants already inside Canada, applications for extensions or changes of status (e.g., employer-specific to open work permit) are processed by IRCC. In some cases, individuals may choose to use flagpoling at the U.S.-Canada border to receive same-day permit issuance, if eligible. Standard processing through IRCC can take several months, depending on the application type and current workloads.
